Tier 2 assessment
Definition
A Tier 2 assessment is an intermediate level of methodological depth defined by ITU-T L.1480 for evaluating the net second-order effect of an ICT solution. It serves as a middle ground between qualitative screening and comprehensive quantitative analysis.
Key Characteristics
- Assesses net second-order effects of ICT solutions.
- Identifies contextual factors and higher-order effects.
- Requires less extensive quantitative data on indirect rebound effects compared to a Tier 1 assessment.
- Provides more rigor than a Tier 3 screening.
- Focuses on identifying higher-order effects without the mandatory requirement for their full quantitative assessment.
Applications
- Use in environmental impact reports where a balance between depth and data availability is required.
- Contextual analysis of digital enablement in sustainability projects.
- Intermediate evaluation of Greening by Digital initiatives.
